The ECHA held a seminar to assess the substance REACH together with the EU Member States, laying the foundation for the EU's rolling action plan (CoRAP).

Responsible for dossier assessment, and material assessment is carried out by Member States in coordination with ECHA.

The two tasks will be carried out in 2012.

The seminar includes 4 aspects:

1) material assessment and risk management;

2) develop risk based priority assessment substances;

3) establish the EU rolling action plan (CoRAP);

4) pragmatic cooperation between ECHA and Member States.

Supplement: the new environmental management measures for chemical substances (No. seventh of the Ministry of environmental protection of the People's Republic of China) will come into effect on October 15, 2010.

This method is also known as the Chinese version of REACH.

The new environmental management measures for chemical substances promulgated by the former State Environmental Protection Administration in September 12, 2003 shall be abolished simultaneously.

These measures are applicable to environmental management in research, production, import and processing of new chemical substances in People's Republic of China.

The environmental management of new chemical substances related activities in bonded areas and export processing zones shall also be governed by these measures.

These laws and regulations shall apply to the administration of pharmaceuticals, pesticides, veterinary drugs, cosmetics, foodstuffs, food additives, feed additives, etc., but these Measures shall be applicable to environmental management of new chemical substances related to raw materials and intermediates of the above products.

Articles designed for release of new chemical substances intended for routine use shall be managed in accordance with these measures.

The term "new chemical substances" as mentioned in these Measures refers to the chemical substances not included in the list of existing chemical substances in China.

The state carries out risk classification management of new chemical substances and implements declaration, registration and tracking control system.

Producers or importers of new chemical substances must declare before production or import, and receive the registration certificate of environmental management for new chemical substances.
